Tenders and Purchasing

Division Managers (or designate) are responsible for the tendering process and establishing the plans, structure and corporate policies to ensure that the Town has the goods and services required when needed, at the agreed to quantity and quality and at the lowest total acquisition cost to deliver its services.

We strive to ensure that integrity and best value are applied in spending the Corporation’s funds, to make sure it is in the best interests of the Corporation and the taxpayer by utilizing an open, fair, competitive and transparent procurement process.

Tender responses must be delivered (in duplicate) to the Civic Centre, 320 Portage Avenue, Fort Frances by the closing date in order to be considered.  Fax copies will not be accepted unless so authorized in the Tender documents.  Alternatively, documents may be faxed to an independent source (third party) and delivered from that location to the Civic Centre in accordance with the Tender document.

Tenders are opened publicly by the Municipal Clerk’s Office (or designate) with the applicable Division representative upon closing, unless otherwise stated in the Tender document.

Where the posted Bid/Tender document needs to be modified, an addendum will be issued and posted on the Town’s website. While the Town will endeavor to provide notification of the issuance of an addendum to prospective Bidders who have picked up documents at the Civic Centre, the Town assumes no liability for the notification and it is the responsibility of each Bidder to monitor the Town’s website for the issuance of addenda.

Certificate of Insurance for Contractors

Individuals and organizations who supply goods, services and construction to the Town are generally required to provide a Certificate of Insurance as part of the terms of their contract.  A Certificate of Insurance may also be required due to the use of Town property for a public event, encroachment agreements, leases or licenses.
